Scott Parks
Scott Parks serves as Chief Cybersecurity and Education & Workforce Development Officer at the CyManII, where he leads efforts to strengthen cybersecurity across the U.S. manufacturing workforce and expand education and training for operational technology (OT), industrial control systems (ICS), and cyber-physical environments. His work focuses on translating evolving cyber threats into practical workforce capabilities and building scalable programs that prepare manufacturers, cybersecurity professionals, and critical-infrastructure organizations to better understand and defend the systems that underpin American industry.
Scott joined CyManII following more than 21 years of service in the United States Air Force, retiring as a Lieutenant Colonel. Throughout his military career, he led organizations and complex programs spanning cybersecurity operations, operational planning, critical infrastructure, workforce development, capability modernization, and national security missions. His leadership experience included directing a deployed organization of 308 personnel in Jordan. While stationed at Hawaii, Scott served as the cyberspace functional leader for approximately 320 Air Force cyber officers across the command region, providing enterprise-level oversight of force development, talent management, professional development, and cyberspace workforce readiness.
Scott has led large, multidisciplinary initiatives requiring coordination across military, civilian, contractor, joint, coalition, government, academic, and industry organizations. His experience includes leading a 64-member joint team integrating the efforts of 11 Cyber Protection Teams, chairing a 74-member working group representing 13 organizations, and directing cross-organizational initiatives involving personnel and capabilities distributed across multiple organizations and geographic locations. He also commanded a 53-person cyber and space organization responsible for operating and protecting a $57 million critical-infrastructure site supporting national-level missions.
A significant portion of Scott’s career has centered on turning strategy into executable programs. He developed and managed multimillion-dollar cybersecurity, communications, modernization, and infrastructure initiatives, including a five-year, $23.7 million program requiring coordination across U.S. and host-nation organizations. Through stakeholder alignment, project planning, and sustained engagement, his team reduced an approval process expected to take approximately two years to just 45 days, enabling operational capabilities supporting 17 missions across five nations. His experience also includes management of major cybersecurity contracts and technology portfolios, as well as process-improvement initiatives that generated more than $100 million in savings and cost avoidance.
Scott’s cybersecurity experience includes defensive cyberspace operations, operational planning, capability development, incident response, and the integration of cyber operations with broader national-security objectives. He has helped develop future cyber concepts, identify capability gaps, synchronize Cyber Protection Teams across operational missions, and connect intelligence on adversary tactics, techniques, and procedures with the people responsible for defending critical systems.
At CyManII, Scott applies that combination of cybersecurity expertise, program management, and organizational leadership to education and workforce development.
Scott holds a Master of Business Administration in Information Technology and a Bachelor of Business Administration in Information Systems Management (from UT San Antonio, class of 2005). His career has been defined by building high-performing teams, leading complex programs from strategy through execution, and developing the people and capabilities required to protect national security, critical infrastructure, and U.S. manufacturing.
